It's been mentioned a few times... guess it's high time that it sticks somewhere. LOL
Please read the above blog before attempting to install SP3, especially if your PC is not DIY, but from big company names like HP, Acer, etc.
Some places where it was mentioned:

And a crash here:
If your computer can't boot, here are some things to try. All answers are taken from the blog.
If you have Windows installation CD
One simple way to tell if you have the Windows Installation CD. There's only one installation CD. Only one disc is enough to install XP.
However, if you have a couple, most likely you don't have Windows Installation CD.
Please also note that it's a CD, not DVD. The answer is obvious. DVD storage space is much higher than a CD, thus everything is able to fit into one. If you boot up to the DVD and it formats everything, that's your problem.
Step 1
Configure your BIOS to boot up from the Windows CD.
Please refer to this tutorial if you've no idea how - http://www.hiren.info/pages/bios-boot-cdrom
Before saving the settings, insert the Windows CD in.
Save the BIOS settings. Depending on your configuration, it will either restart your computer or continue.
Step 2
If you've changed the BIOS settings successfully, you'll get a prompt to press any key to continue. Press Enter or some other key that you like.
Windows will load start inspecting your configuration and loads its usual stuffs. Be patient.
Once done, you will see this screen:
Press R.
You will be prompted to select an operating system to repair. For most, there should be only one operating system installed and to choose from.
Just press 1 to continue.
Wait a while. You should see this screen next if your administrator has no password. If it has one, please enter the password to get to the screen as shown below.
The difference between the above and the previous is the presence of this line: C:\WINDOWS >
Type in disable IntelPPM and press Enter.
You will get this screen:
After that, type in exit and press Enter to restart your computer.
Those with no Windows CD please download this file - http://www.thecomputerparamedic.com/files/rc.iso
Burn this file as a bootable CD. Don't burn it as a normal data CD. It won't boot.
Please also make sure that you've at least a blank CD with you.
Step 1
Download BurnCDCC - http://www.terabyteunlimited.com/downloads/burncdcc.zip
Extract BurnCDCC. Tutorial for extracting files - http://www.bleepingcomputer.com/tutorials/tutorial105.html
Step 2
Double click on BurnCDCC.exe to run it.
Step 3
Click on Browse and find the rc.iso file downloaded earlier. Click Open.
Step 4
Prepare your CD. Click on Start in BurnCDCC, not Windows Start button.
Your CD drive should open automatically; put in your blank CD and close the CD drive.
Click OK after you've closed the CD drive.
The burning will start. When done, the CD drive should open automatically. Label this CD accordingly (please do not use pen, use a marker).
If you have no marker, but have a CD envelope or casing, label the envelope or casing will do and put the CD there.
Step 5
Referring to the previous post, start from configuring your computer to boot from CD and all the way to typing exit to get yourself of the reboot loop.

In installing SP3 in WinXP you will also going to encounter the svchost.exe cpu and memory usage 100%. It is like in SP2 but the problem is there is no yet patch for SP3 in this problem. You cannot use the same method as what it in SP2. Hope that microsoft have already saw this scenario of this problem with SP3.
