Would fellow singaporeans please help out. Any advise is great.
I am a singapore who ran to USA to study. Now that I have graduated I am thinking of returning home. I call CMPB and talked to a Major. He asked me to return home and all i will get is a fine probably no jail. Anyone with experiences ?

I highly doubt it
unless u get the major gurantee in black and white that u get a fine, the major likely just want u to come back first then follow procedure to charge u.

have you served NS before? did you pay a bond before you went overseas to study? did your family received any summons from MINDEF before? how old are you now and how long have you been away for study? did you tell MINDEF you are going to study in US?

Why dont you join the US Army. Theres a pretty good chance they send you to Afghanistan or Iraq.
NS defaulters are dealt with under the Enlistment Act as they have failed to respond to orders to register or enlist for National Service, or failed to comply with Exit Permit requirements. MINDEF¡¯s approach in dealing with NS defaulters has been to charge them in Court for Enlistment Act offences and let the Court impose an appropriate sentence based on the circumstances of each case and the provisions of the Enlistment Act.
26. Over the past 20 years, 185 NS defaulters have been convicted in Court for Enlistment Act offences. Of these, 43 received jail sentences, 140 were fined and 2 were punished in connection with other civil offences. Of the 140 who were fined, 35 were ultimately jailed when they did not pay their fines.
27. Of the 185 convicted defaulters, 127 were enlisted or are awaiting enlistment for National Service following their convictions. 2 were supposed to enlist but defaulted again prior to their enlistment. 33 were not drafted as they were unsuitable for enlistment for security or medical reasons ¨C that is, they would not have been enlisted in any case even if they had not defaulted on NS. The remaining 23 were not drafted because they were either above the statutory age limit or no longer Singaporeans. So that¡¯s just 23.
28. Of note is that the High Court had, in a 1993 case reduced the sentences of two NS defaulters ¨C two brothers ¨C from 8 months imprisonment to a fine of $3,000 on appeal. This was an unusual case where it could be said that there were mitigating circumstances. Since then the Subordinate Courts have been using this case as a guideline, and not imposed a jail sentence on single-instance defaulters, no matter how long the default period was. The courts have imposed jail sentences only in cases where there were aggravating circumstances, such as repeated Enlistment Act offences, past criminal records, concurrent charges of other civil offences, and absconding during investigation.

How do you know have you been to jail? But maybe you have already served and survived your NS so instead of putting fear into their minds go and tell the rest it is not that bad...'Only once in your life and two years of your time.....'

either 3 years jail or $10000 fine or BOTH
im a defaulter btw. so yes. dont return unless you want to take that risk.
talk to the major cannot confirm, you must consult mindef and the sg law to be 100% certain.
and imo.. i think you might still need to serve NS if u return. (not sure abt this)
do note also there will be many levels of charges..
1. exit permit? did you furnish the $75000?
2. deferment for further studies
3. not returning= fine/jail/both
mindef can charge you for many things. so just take those into consideration.

whats your age? if you're below 21 (i think).. they can hold your parents liable as well.

cause mindef sent me a letter demanding that i return by a certain June, but i cannot return cos of exams. Then it states that if i dont return, ill be liable for jail/fine/both.
Then past the date already, they still ask to pay for the bond and they now say, that i have until october. Now wtf??

and im certain that mindef will NOT let you off the hook of 2 years of hard labour, with just a $10000 fine.
Im sure they got brains as well.

One piece of advice is to keep it low profile. If everyone knows, someone will cry foul and Mindef will chicken out and have no choice but to go according to the book rather than negotiate (cham siong).
Best is talk to a lawyer to get legal advice and act as an intermediary.
Mindef have unpublished guidelines on how to deal with defaulters and the lawyer can confirm with Mindef on your behalf what exactly will happen in writing if you were to come back. If the lawyer fails in that fiduciary duty, you can whack the lawyer later.
Mindef may not tell you the whole truth but at least will not lie to a lawyer (without consequences).

just only got 3 choices:
if want, just come back to pay some money as fine and yet still need to serve the 2 years in return...
if don't want, then just throw away ur pink NRIC and red passport, forget your childhood country, and then get that USA Green card, and that USA dark blue passport...
if want both, then get a USA-SG Dual Citizenship status...
