Bras: The in between cup sizes

I think it's no secret that the average bra cup size in Singapore is B. But I know a lot of women belong to the in between cup sizes will tend to opt for the larger. Women in between A's ad B's will most certainly opt for a B.
However, I read in a magazine that wearing a smaller cup size will flaunt one's cleavage more. It that is so, why do women opt for the larger???
