Personally, I feel that a cafe is a place that sells food. People go there, buy their food. Place their food on a table, sit down on a chair, and relax.
Well, I am not the type who goes around looking for which cafe to go to enjoy. However, I have a good friend who loves to visit cafes and has been writing blog articles about her visits to cafes.
I am not telling you her blog, because I am afraid it may cause her unncessary harrassment. Nonetheless, here's a list of cafes that she has written about which has interested me:

saigon cafe at the icon- tanjong pagar- not your typical coffee hang out but more like a simple Vietnamese restaurant
loysels toys at kallang - one of my favorites
49 seats at 49 kreta ayer
Once upon a milkshake at red dot museum there
flock cafe at tiong bahru
ps cafe at Dempsey - one of my favorite areas cos of lush nature
Paul's at westgate
carpenters and cook and lorong kilat there
