Go to some wine shops, there are wine below $20 ...... cheaper than NTUC. on top of that you can find out more about what you need to know about wine from the wine shops, NTUC does not provide such info.

You should also check out The French Cellar (website). You can get wine subscriptions delivered per month and it isn't that expensive.
But yes, as other people mentioned, you can look around in actual shops and you'll find some bottles for under S$20. Sin tax whattup!
