Singapore, May 9, 2012 (AFP) - Singapore on Wednesday set a parliamentary by-election for May 26 amid growing discontent with the ruling party over rising living costs, immigration and public transport breakdowns.
The vote will be held in the district of Hougang, whose opposition member of parliament Yaw Shin Leong was expelled by the Workers' Party due to charges of personal misconduct, creating a vacancy in the 87-member legislature.
Analysts said the vote will be a fresh test for the ruling People's Action Party, one year after a landmark general election in which its share of the national vote fell to an all-time low of 60 percent.
It has been in power since 1959 but criticism of the government over rising living costs, a large influx of foreigners and frequent breakdowns in the metro train system has intensified on the Internet even after last year's election.
Online forums and social media now shape political debate in Singapore, a traditionally tightly ruled country of 5.2 million people where the mainstream media have long been identified with the government.
In last year's vote, the Workers' Party won an unprecedented six seats despite an electoral system seen as stacked in favour of the ruling party.
Reuben Wong, an assistant professor of political science at the National University of Singapore, believed the opposition will retain Hougang but with a narrower margin because of the impact of allegations of extramarital affairs by Yaw, who has remained silent.
"Hougang has been a Workers' Party stronghold for so many years, it's very difficult to wrest control from Workers' Party," Wong told AFP.
Prime Minister Lee Hsien Loong, in a statement after the by-election was called, criticised the opposition party and Yaw for failing to give a full account of the allegations as well as his expulsion.
"Both the WP and Mr Yaw have let down all those who voted for him," Lee said.

PAP unveils Desmond Choo as Hougang by-election candidate
SINGAPORE: The People's Action Party (PAP) said the by-election in the single-seat constituency of Hougang is a local contest about who the voters want as their representative in Parliament.
It is also about who can serve the residents and help them solve their problems.
PAP Second Assistant
Secretary-General Tharman Shanmugaratnam outlined his party's focus at a
news conference to introduce its candidate, Mr Desmond Choo, in the
by-election on May 26.
Mr Tharman said Mr Choo is not a new face, especially to the residents of Hougang.
The PAP fielded him in Hougang SMC in the 2011 General Election.
Mr
Tharman said Mr Choo did not leave after the GE but worked even harder
on the ground, and over the past year has connected with many people
through weekly coffee sessions and regular house visits.
He has also mobilised new resources and implement local schemes to help residents.
Mr
Tharman stressed that Mr Choo has shown with his actions that he is
someone voters can trust, as well as someone who genuinely cares about
people and who'll always be there for his constituents.
He said that is the way Mr Choo has always been -- sincere in helping people.
Mr Tharman believes Mr Choo can do much more as a Member of Parliament, both on his own and backed up by the whole PAP team.
He said that is why the party is proud to field him again as its candidate in the Hougang by-election.

Tharman, who's also Deputy Prime Minister and Minister for Finance and
Manpower, said since the GE last year, the government has been working
hard to address immediate issues, such as housing, to build an inclusive
Singapore where everyone shares in its progress.
Many dialogues have been held, while useful feedback and suggestions from Singaporeans have been taken on board.

Tharman said the government is determined to implement new policies and
work with Singaporeans to make sure that results are seen in a more
inclusive society, where everyone does better.

WP fields Png Eng Huat as Hougang by-election candidate
SINGAPORE: The Workers' Party on Thursday announced it will field Mr Png Eng Huat as its candidate for the single-seat ward of Hougang in the by-election.
It introduced Mr Png at a media conference on Thursday afternoon.
Workers' Party Secretary-General Low Thia Khiang told the media the party will fight the election to the best of its ability.
He described Mr Png as mature and the "right candidate" for the by-election.
Mr Low said he has known Mr Png before the 2006 General Election.
He said he observed the way he works for some time and is confident that he's a person of integrity.
Mr Low said Mr Png is sincere in serving the people.
Mr Png, the youngest in a family of six, said he was brought up in a "rough neighbourhood".
He said he's happily married.
Mr Png has been involved in Hougang since 2006, looking after the welfare of needy residents.
Earlier, the People's Action Party introduced Mr Desmond Choo as its candidate.
