Well, there are 2 ways to deal with it.
1: Use certain system optimization tools that fixes various problems in your PC (Problems sometimes may not be visible)
2: Get a better desktop. Higher RAM and better graphic card certainly help a lot, but at least should have a decent processor (More than Pentium 4) and a decent Hard Disk Drive (Solid State Drive small & expensive but super fast, Hard Disk Drive is the mainstream today, and getting one with SATA and 7200RPM or above is essentially a must for nowadays)

Such as disk defragmenter, registry checking tools, clear your unwanted temp. files etc (CCleaner can do the above last 2, except defragmenting HDD)

1) He's using Audition Season 2 to compare to openBVE. I find it pretty acceptable la.

1) Price differs from shops to shops. Place you can buy is (if you can take the risks) Sim Lim Square. Get the 1GB GDDR3 cards if you can afford it, if not then the 512MB, they should be pretty decent.
2) Around 90%. Why? First, you do not know what type of slot your computer has. Second, is your graphics card (current) internal? If so, you need to disable it which will be a little frustrating.
3) Yeah.
I use NVIDIA GeForce 6100 for laptop (approx. 512MB) and Intel GMA HD Graphics for desktop (approx. 1GB).

1) I'm not really familiar with the shops in Sim Lim Square, but see some of the shop's price lists here: http://pricewatch.vr-zone.com/previewpricelist.php
Also you need to know what connector your monitor has, most common will be VGA and DVI.

A word of warning. Some shops in Sim Lim Square are rip offs. So compare the price with other shops.
Yes, apart of the graphic cards mentioned by the rest, do note that buying graphic cards must be PCI Express compatible (Buying a PCIE 16X card), if your motherboard does not have such port --- I advise you to change the entire PC.
