Commentary to the Samdhinirmocana sutra says:
"Should you ask: 'If Tathagatas pass beyond sorrow in the element of nirvana without remainder of the aggregates, how then can they work to establish the wellfare of others until the end of cycylic existence?' Their ability to do this is due to the power of former aspirations: Tathagatas continually work for the benefit of sentient beings, although they display nirvana."

The decrease and increase referring to the numbers of sentiment beings in samsara? There was once a Christian friend asked me this question. After doing some research, I know the answer is no, there will not be any increase or decrease in numbers of sentiment beings in samsara.

for instance, fire need heat, oxygen and combustible material to burn (fire) that's an example of dependent origination to me. Nothing increase, decrease... all due to favourable conditions taking place and a phenomenon happened.
