1 you were just going to the bin
2. even if you were not going to the bin, you were just holding on to the butt/cigerette and was not smoking -

I went to the bin the disposed of my FINISHED cigarette, was fined.

dont need to fight here or fight there la ..... Just write in an appeal and explain what happen , and also dont forgot to mention you are a student and wont do that again , and also mention you dont have the money to pay the fine.
Simple.
The more you go against them the more likely you got to pay the full sum of the summon.

I showed the guy who fined me the cigarette which was long finished and burning at the filter.
He said he knew, but he cant let me go coz his in charge was looking across the street (which was confirmed).
Is it justifiable?
if thats the case you can go argue it with them.
