The Croatian was the subject of three bumper bids from Chelsea this summer.
But Spurs held firm and boss Harry Redknapp has revealed he expects chairman Daniel Levy to hold talks over a deal.
Speaking after Tottenham's 4-0 thrashing over Liverpool yesterday, Redknapp said: "Luka is fine now, he's just getting on with it.
"I think the chairman will sit down with him and discuss his contract.
"That's what I'd like to happen. The chairman has said he would give it six or seven weeks, sit down and have a chat with him.
"It was a great strike. That's why we were offered £40million for him, because he's a top player."
Cash incentive: Spurs will offer to make Luka Modric (right) their highest-paid player
Tottenham have offered to make Luka Modric their first £100,000-a-week player, more than doubling his current £46,000-a-week wage.
Modric was offered £150,000 a week plus bonuses by Chelsea during the summer — and while it was not the only reason he wanted to leave Spurs, it was an incentive.
Tottenham chairman Daniel Levy held Modric to the six-year contract he signed last year but with the understanding that his terms would be improved once the transfer window closed.
Negotiations have some way to go, but Levy has offered a basic £95,000 a week with a bonus system that could take him towards £130,000 a week.
