Lord Coe, who delivered the 2012 Olympics for London, says Becks has the vital magic ingredient to see off rivals Russia and Spain-Portugal.
With the England bid gaining crucial late impetus, Coe said: "David really sprinkles stardust on the bid, he really does. This guy was born to do this sort of thing just as he was born to do it on a football pitch.
"There are late votes to be won here and if there is one person who can make people change their minds, it's David. "People like him because he's natural and they really believe what he has to say."
Coe, a 2018 ambassador, saw the Beckham Effect help secure the London Olympics at the vote in Singapore in 2005. And the legendary middle-distance runner says the former England captain can do the same again today.
Coe added: "I saw it all in Singapore. Why do you think we took him there? "He didn't go as an expensive calling card, he went because he's smart and does this really well.
"On Thursday he will be talking about the importance of football in his life, in his family and the way he came into the game.
"He is talking for millions and millions of kids. "He didn't come from a state-sponsored system, he didn't come through a super-school, he's a guy who learned the game as a kid in Leytonstone."
Coe also said the England bid team had a duty to win for the fans. He said: "The most demanding stakeholder you have when you are trying to deliver a major tournament are the 60 million people back home.
"It's not governments, it's not FIFA or the IOC. "The biggest pressure I felt with the Olympics was not to screw up for the people in the UK.
"The great thing about British sport is that when people do come together with a common purpose it is as a real team. "I know what the game means to people. I know what it means to the Chelsea supporters I sit with at the Shed End.
"When we had a problem or two with the bid a few months ago, I was stopped by a dozen or so people getting off the tube. "They were not interested in the issues but were panicking that we might not win it.
"For me, that was the most insightful moment of this whole process. People really want it." Coe added: "You need momentum and, at the moment, it all smells OK to me."

The 22 members of FIFA's executive committee will meet tomorrow to cast their votes.
Holland/Belgium will start the bid presentations at 8am followed by Spain/Portugal at 9am, England at 10am and Russia at 11am.
At around 1pm the secret ballot will begin with a decision announced at 3pm.
To win outright a bid must win 12 votes to gain an overall majority.
Until an outright majority is achieved, voting will take place in rounds with the bidder with the fewest votes eliminated.
If there is a tie for the lowest number of votes in any round, an intermediate voting round will be conducted with votes solely on the tied bidders to determine which progresses.
After the 2018 bid is concluded, the 2022 vote will take place.
The winners of both World Cups will then be put into two envelopes and given to FIFA president Sepp Blatter to announce.
World Cup 2018 contenders are Netherlands/Belgium, Spain/Portugal, England and Russia.
World Cup 2022 contenders are Australia, Qatar, Japan, South Korea and United States
