I still think MUFC needs one or two reinforcements. Given they are now out of UCL, are the players still cup-tied in europa?
I think be it UCL or Europa, there's a registration period for new players in the Jan window. This is what I know based on my many years experience of playing Championship Manager.
Though i belief what you are saying is true, but i think a same player cannot be registered twice with different clubs within one season. A new and formerly not registered player may do so...

The Europa and Champions League are both considered European competitions mah... So should be the same lor.
You can't join another team and cross competition in the same season unless you were name in the earlier squad but didn't take to the field i guess... Once you step onto the pitch even as a sub, that's it for that season...
But then again, why are we looking for players to play in the Europa cup? Cup tied or not, the priority should be the league. So even if they cannot play, it shouldn't be a problem right? lol...
