Macheda was loaned to Sampdoria in January but failed to impress during his spell in Serie A as the club were relegated from Italy's top flight.
But although United boss Alex Ferguson is reluctant to let the 20-year-old leave on a permanent deal, he is open to farming him out to a Premier League rival so Macheda can gain experience.
Macheda's agent Giovanni Bia said: "Macheda will not return to Italy. Manchester United will send him on loan in the Premier League.
