The Portuguese coach was sacked as national team manager last week after he was banned for six months by Portugal's anti-doping authority.
He was alleged to have insulted drug testers as they arrived at Portugal's pre-World Cup training camp ahead of their departure to South Africa.
Queiroz, 57, who is appealing the verdict to the Court of Arbitration for Sport, then presided over a poor campaign in which his side were knocked out of the competition in the second round by bitter rivals Spain.
But the former Real Madrid coach's players all tested negative and he is only banned from working in Portugal.
He is still highly regarded by Fergie after the pair won three Premier League titles and the Champions League together.
His return would see a restructuring of United's coaching set-up, with Mike Phelan reverting to a coaching role alongside Dutchman Rene Meulensteen.
Queiroz arrived at Old Trafford in 2002 and helped United win back the title from Arsenal in his first spell, which lasted just one season.
He then took the Real Madrid job just one week after David Beckham's move to the Bernabeu but returned to United 12 months later and stayed for a further four years.
Fergie has credited him with giving the club's transfer policy a more international dimension.

Yeah, Fergie old already so don't spend so much time on the training pitch... Mike Phelan though ok but he has spent all his career in England so, might not have different or new ideas while Queiroz has good experienced in Europe and Africa...
And also he can spend more time grooming Bebe... lol.

He is more than a Brian Kidd i feel... He got good ideas to bring to any team but man management may be weak... That's what Fergie is for right?
