Moyes has made his move, according to The Sun.
It is believed Bardsley would be reluctant to leave Old Trafford, but the chances of him winning a regular first-team slot appear slim.
His loan spell at Rangers turned sour after a bust-up with then-boss Paul Le Guen and he returned to the Premier League with Villa in January.
Should Bardsley make the move to Merseyside, he would become the club's second signing of the summer, following the capture of goalkeeper Tim Howard, also from Manchester United.
