I am currently in JC and deciding whether I should join student council or take H3 research, to boost my portfolio. On one hand, student council provides me with leadership opportunities and the chance to make friends and make an impact on the school, but on the other hand, H3 research gives me a stronger foundation in the science aspect.
Since I want to admit into a UK university and take up a science/engineering/computing career in the future, is H3 research the best option for me to build up my portfolio? Or will they look at leadership positions and VIAs rather than grades and academic accomplishments?

For instance, if you're taking a H3 subject, exactly which H3 subjects are you considering, and have you checked out their syllabuses for comparison? If you can't find a H3 subject you'll enjoy, then join student council. And are you very clear on the commitments required of a student councilor? The time commitment required is likely to be even more demanding than most CCAs.
H3 subjects can be used for application of scholarships. H3 science may aid H2 sciences.
Student councilors can be a fulfiling role as you develop your people skills. I heard from my ex-student that he was more functioning as an events co-ordinator as a student counselor in his JC.
For those intending to do medicine in UK, students may volunteer at healthcare organisations or do some internship for medical research.
So it is up to you to choose, depending on your goals and interests.

Personally feel H3 would be better as it value adds your A level cert among the rest,especially when u apply for overseas uni
Making impact to the school is over-rated.
If you are applying for govt scholarships, council would be best. Else not much use.
Well aside from H3 research, H3 essentials of modern physics seems like a good subject to take since I prefer engineering to research.
I might consider taking that next year instead, rather than join council, but I'll definitely see if I can manage my time first.
