during a talk in my school the presenter said that you need to have a starting of 20 O level points to enter JC, so if you got 22 points and -2 points from your cca you still cant enter jc, it have to start with 20 points first. And im planning to go to innova(i think the cut off points from last year is 19 or 20), so i dont really have to score really well for my O levels, so is the 2 cca points important to me right now?
Do not think about the points. Just do well for the CCA. Singaporeans are too concerned about the points and marks and some do not enjoy the journey.
Do have a higher aim. Let us say you qualify for Yishun JC and the COP is around 17 or 18, then a 2 point CCA will help.
What is more important is that you do the best in life.

Can I ask,I am taking O levels in 2016,lets say if I study hard and get 6 raw score,-2 from cca points,net 4 score,do I stand a chance in getting into Hwa chong jc arts stream?
Jack50, Yes, you may stand a chance. But that is subjected to the overall performance of the 2016 cohort.
if u get a1 for ur cca you also have a better chance if you wanna dae via cca. Plus all the soft skills you learn in ur cca will be beneficial for ur future as well. It gives you a wider exposure to things, and you get to experience new things. This helps you to know yourself more, and you can allows you to choose a suitable course/career i n the future based on ur interest, and skill set. To all sec 1s out there, hope you guys wont undermined the importance of cca!:D
