I am enlisting this year and will be probably out june-august 2015. So I have 2013 and 2014. I am considering taking GP, Maths H2, Physics H2, Chem and Econs/Hist (1 H1 & 1 H2). Would this be all that's needed to get into NUS/NTU? Is MLT very necessary? I have never passed Chinese (got F9 for 'O's).
Also, what about PW? Since they assume GP and PW to be C for the igp.
NUS requires GP and the 3 H2 subjects to be taken in 1 sitting. I'm not sure how I should do this with 2 years. Since I'm not very prepared I will have to take GP and the 3 H2 in 2014. Is it possible for me to take the H1 in 2013 and combine it with the 2014 results?
c. For computation of the University Admission score, we will consider your grades for GP/KI and 3 H2 subjects attained at 1 sitting of the A-level examination. Only the H1 content-based subject, H1 Project Work (PW) and H1 Mother-Tongue Language (MTL) subject can be of a different sitting (if this is presented, we will use the grades of these 3 H1 subjects attained at the earlier A-level examination). However, if you decide to retake one or all of the H1 content-based subjects, H1 PW and H1 MTL, we will take the best H1 content-based subject, H1 PW and H1 MTL grade for the computation of your admission score.
Regarding PW, since you cannot possibly have it outside of a JC, simply declare this on your Uni application. Depending on the Uni and course involved, you may (or may not, depending on the course and Uni) be at a disadvantage compared to other applicants. But honestly, a little thing like PW shouldn't deter you from taking A levels as a private candidate.
Next, regarding Chemistry, you should take it as a H2 subject, no doubt about it. H2 Chem is extremely useful and necessary for many Uni Science courses, while H1 Chem is utterly useless as a prerequisite for these Uni Science courses.
Lastly, since NUS requires GP and the 3 H2 subjects to be taken in 1 sitting, obviously you should retake all these subjects at least twice, in 2013 and again in 2014, or even a 3rd time in 2015, if that's what it takes to get decent grades (eg. AABB).

Why not work for a few years after NS and then go to a private uni? do you have enough time and the discipline in NS to study for A levels?

Also, you need to enrol in a private school to do practicals for the science subjects. And you need an extra H1 subject to offer in lieu of PW, if I am not wrong.
Is H2 Chem really necessary if I only want to pursue Mathematics or maybe Physics? (thinking of taking H2 Econs/Hist and H1 Chem). I have almost no interest in Chemistry or Biology. I'm especially interested in humanities (Philosophy, psychology, sociology, english) but realisticly, I'm much more inclined in maths and have a strong interest in it.
For the practicals, wouldn't studying through past year papers be enough? I guess being familiar with the apparatus and setting it up is important but couldn't I learn that through a tutor or someone who's taken it?
With my GPA, the only private uni I can hope for is UniSIM.. And with an unrelated diploma, I don't think going overseas would be good.
I'm more worried about time than discipline.. I think I should at least try..

Should be ok. Better for you to email / call / visit the NUS admins office of the faculty of your intended course to confirm.
Is Chinese necessary for private students? Since they put it as a requirement. Even if you don't do well in mtl and enter they still want you to retake the paper so that you reach a certian grade.
why do you need to do A levels to get into university if you have a polytechnic diploma?
