I am a third year polytechnic student.
My gpa currently is 3.58.
O level L1r4 is 19.
CCA grade is gold with honors.
i was wondering, is it still possible for me to enter nus/ntu for engineering/ business courses?
What are the factors that are taken into consideration?

Business courses are increasingly competitive to apply into, because increasingly, everyone wants to be go into business and finance as that's where all the money is; all other non-business courses (with exception of prestigous courses such as Medicine and Law) suffer dwindling enrolment.
Which means don't get your hopes up, but as Gunner mentioned, you've nothing to lose so go ahead and apply anyway.
If you're really keen and serious about doing engineering though, depending on the exact engineering course, you might like to do private 'A' levels at the same time.
Recommended 'A' level subjects for Engineering courses in University :
H2 Chemistry, H2 Physics, H2 Mathematics.
As long as you do well (ie. all 'A' grades) in these 3 subjects, your 'A' level cert can be used both directly (if you have a full 'A' level certificate, which means you have to take GP and one other additional subject as well), and indirectly (discretionary admission criteria) to boost your chances of getting into a relevant Uni course.
Like what everyone else mentioned, you may need luck to get into business course.
What is your Polytechnic course?
If all else fails, your GPA should allow you to enter NTU's Degree in Electrical and Electronics Engineering.
My friend got accepted into NTU's EEE with a GPA about the same as yours.
