I have an Intel i5 4gb ram laptop from Dell for 6 months now.
It seems to get slower by the day. Any IT expert can help to recommend steps to make it faster.
I have tried some as per some Internet few days back
1) Disk defragment
2) Clear system memory & caches
3) Clear browsers history & cache
4) Uninstall unused applications
5) Malware & anti-virus scan turn out fine.
Anything else do I need to do?

Switch off system restore, don't use it.
Take all your impt files out, do a factory reset.
Works like a magic!
but if you have mircosoft word, don't factory reset it.
i lost mine mircosoft word because of it lol.
You need to know if its hardware that is causing the slowness of the laptop or software. Since you have already done all the software troubleshooting, its most probaby hardware. When i mean hardware i dont mean it is faulty or what (it could be but low chances), you need an upgrade. Maybe try upgrading the RAM to 8GB since now upgrading RAM is so husslefree and simple. Or maybe if you can, upgrade to a SSD. It will run faster and boot faster. Sometimes it could be because of the heat of the laptop. Try raising the laptop higher and give some air for the vents at the bottom of the laptop or use a laptop cooler.

backup your data first
backup your apps setting.
restore to factory default( recovery ).
check if it is ok. if ok, continue from here. if not, clone your hard disk to a ssd.
your notebook hardware speed wise is ok.
