TV and Pc together

Hi guys I have saw some people able to connect their PC and TV together in the same screen, something like they are able to watch Channel 8 and Channel U together. But what i saw was the person watching TV Show while he's using his PC on the same screen. May i know how can i do it?

More probably the users is an MioTV subscriber, since MioTV is from Singtel, the user could also watch local channels if they want. Just heard that Singtel had launched an MioTV Go app for moblie device for their services as well, but the viewing also give a little problem.
