Hello, I stay at Pioneer (Jurong West area) and wonder which ISP (Singtel, Starhub or M1) would be the best in terms of stability for mobile broadband? Most of my usage would be light surfing, viewing online video tutorials.

You should get equally good reception strength among the 3 telcos in that area. But reception degrades with height. So the higher you living, the crappier it'll get.
I stayed at high floor using M1, so far so good with 2mbps plan.
Of course, its 2mbps, I don't know what you're trying to get out of that.

Some are bundled with your isp home interenet connection.
The ones that are bundled are often of 1 - 2mpbs unlimited data mobile broadband speeds and depending on the promotion at that time, comes/ does not come with the usb dongle.
While others are seperate lines ...
Seperate lines normally do come with a "free" dongle, mifi ... as part of the promotions.. (seems like they are always having that promotion)..
Certain plans have data caps and limitations and you have to pay if you exceed them
They are often of higher speed.. such as 3.6mpbs - 21mpbs
Finally there's also a prepaid alternative for people who do not need it everyday.
You only need to bring your laptop out once it in a blue moon or if you have a tablet but don't use it's 3G option that often.. then this would be the one for you.
Can't remember the specifics.. depending on provider, there's a pay as you use.. type of scheme and something like a top up xx amount and use it for 3 days.
You will have to buy the USB dongle though. (normally +/- 100)
Get Singnet or M1. Don't go for Starhub. Starhub mobile broadband is seriously problematic to the extent that it is impossible to surf at all. The starhub people know the problem but blame the subscriber and hardware and they are not doing anything to solve the problem.
