anyone can give me advise on how to retrive my files from my extenal hard disk?
It lights up when connected to the PC but thats all. nothing else. only indicator light on.
Or can anyone reccomend a place where i can pay to recover the files in the hard disk?
Got important stuffs in there. Pretty silly of me to load all my important documents in there.

There's nothing wrong with putting important data into external drive, its for portability yeah.
But always have a backup.
You could go back to your HDD manufacturer and see what they can do.

Most, if not all, external hard drives are actually based on regular internal laptop/desktop harddrives. If you're feeling confident, you can attempt to retrieve the data yourself by extracting the hard drive from its enclosure and connecting it to a PC with the proper connections.
If you aren't, however, there are shops in Sim Lim Square/Funan that offer data recovery services. Google is probably your best friend here, as I'm not sure about which shops are reliable and trustworthy.

That is the greatest fear when ext hd down. All the photos, videos, doc gone!
If you don't attempt to "try" restoring the harddisk, the files will have a higher chance of survival under trained personel in data recovery.

The last I tried with them, the quotation was around SGD5000. Senior VP said forget it.
The finer points in the quotation says the following (something along the same meaning):
"Chances of data recovery depends on whether the physical disk surface was damaged etc etc. The amount paid is for the professional service used to performed data recovery using sophisicated software and equipment and does not guarranty data recovery."

A few other things to take note.
1 - What is the model of the external HDD?
2 - Indicator light is on, are you using a USB external hdd drive with no external power?
3 - Depending on the type of HDD, the interface may be different
4 - Are there any sounds, e.g tapping sound (thud thud) or spinning sound (wheee)?
These will help to identify to possible problems.
I'll be brutally straightforward.
Go look for a torrent on EASEUS data recovery. It should recover all your stuff. I've managed it before.
Crack open your ext. HDD casing and connect the HDD directly to a SATA port on the computer itself. This if you have a desktop PC.
If your hard drive happens to be a Samsung S1/S2/S3 portable.. Good luck, have fun. You're not getting anything off it. And don't waste your time trying to crack it open because it uses a direct USB connection instead of a USB-SATA adapter on the casing.
Bring it to Sim Lim and try your luck. Some stores quote about a hundred bucks for data recovery.

well, easeus data recovery is only good for recovering data wiped by simple partition deletion, os-based file deletion, os-based write errors etc.
When it comes to more deeper data recovery, it cannot recover data from 1 pass partition wipes etc.
Unless the newer ones can do that, I would be amazed.
Anyway, the TS never really mentioned whether it was hardware issues or software issues that he need to recover data.
Unlikely that he 1-passed his hard drive for no reason.
