so i just plug in the psu into the wall , turn on the wall switch and the switch on the PSU , and touch it whenever i want to touch anything in the case? are there any step by step guides that are easy to follow on the internet showing how to assemble a computer?

Typically, touching it once before you begin to discharge static electricity is enough, though touching it every now and then wouldn't hurt.

one more question. my friend wants to have one built too.
his budget is 2.5k including monitor + os . he is only getting it done near april , do you have a build with newer components to recommend? also , if he wants to get it built at bellsystems , can he collect it on the day itself?

Same day collection I think is fine, but ~ 2 hours? You'll have to enquire though.
If he's getting it done only in April, he'll have to take a wait and see approach since the updated P67/H67 chipsets should be out by then, and AMD's Bulldozer CPUs should be coming out around that time.
