If you mean "enlarging a bitmap while preserving its clarity and sharpness", it's not possible. An enlarged image would only contain as much details as the original one, so it would appear pixelated or blur due to a lower spatial resolution (same amount of details displayed over a larger area).
You can try converting it into a SVG (vector) and then enlarge the image (using Photoshop/Illustrator/GIMP), but I doubt it would turn out well.

Basically, when an originally small image is enlarged, it will look bad.

You mean zoom in to a particular face in a group picture and blow it up?
This depends on the quality of the original picture. Its resolution should be high, or else it would appear blurr or pixated.

One way would be to convert to vectors first (eg. using Genuine Fractals) then enlarge them. Of course, it can never compare to having a hi-res version of the image.

i cropped the picture.
Ha ha ha Microsoft Office Picture Manager could do the job.
