If you are referring to internet tethering, then yes. But the computer must have itunes installed. Basically, your iphone will be the BBOM dongle and use your 3G network to access the internet. Data charges do apply.
To date, the default APN settings for starhub and M1 do not allow it, so you need to google for the settings which you can download and override. Some of the older singtel ones might require to do the same. However, there is a risk that the modified APN settings will screw up your MMS settings.
i only know nexus one running on anroid 2.2 (Froyo) is able to act as a mifi.

iphone i dun think so.
Samsung galaxy S can do the same, at the expense of rapid battery life drain.
From experience, I find that the surfing speed is 3 times faster using mifi compared to iphone's tethering.
first it needs to have cydia, then from there add this app called myWi where you can use your ipone as a wifi hotspot. tested and proven.
