I noticed that alot of the current 1366 socket motherboards have 2 pci-e blue and 1 white slot. Why is that so? Any difference with the white slot?

it is PCI-e x16.
Other motherboards like the rampage 2 extreme also have the 2blue + 1white format.

Board complexity. Full x16 requires more data pins and board traces. x16 @ x4 mode requires just power pins beyond the x4 data connections.
Besides, x4 is all you need to initiate CFX/SLi.
