The cause for the slow will be virus, the preloaded acer programs and windows vista itself.
I believe instead of a recovery disc, they gave an factory image and require you to burn that image out on a disc to do a recovery.

The recovery console can be activated by pressing one of the F1-F12 keys. When booting, there will be a screen that flashes the acer logo, and take a look at the bottom to see if there are instruction on how to enter the recovery console
It is possible for you to install windows xp or 7 or any other operating systems as long as you can find the drivers for the hardware for the operating system you are installing. CHeck the acer website for available drivers, if they have windows 7 drivers for your hardware you can install a copy of windows 7
In order to install a new Operating System over it, you need to have a copy of the installation disc
XP is not for sale unless you have the disc. Second hand XP discs may have activation issues as they have been activated before. Second hand OEM discs from manufacturers like Dell, Acer will likely not install unless your PC is a Dell, Acer, etc.
By right, 64-bit PCs shouldn't be so slow... a more likely explanation is that applications are not utilizing the 64-bit hardware well. This is quite similar to when 32-bit hardware was just launched and a lot of applications are not optimized for it, so they are quite slow.
Vista is no exception, but SP2 performs significantly better than without the Vista without service packs or just SP1. You may want to try installing SP2, do some maintenance for your PC before considering to install another OS.
try look for the acer recovery software to burn the recovery image to DVD first. hope u did not remove that software.

Acer only covers hardware, you are right.
Reinstallation of any operating system or software even under warranty will be subjected to a charge.
Unless, the reason for the installation is due to a failed hard disk and a new hard disk is replaced.
Anyway. Your Laptop has a built in recovery partition (It's a reformat software built into your laptop)
Do so by Switching on your PC.
When it does
There will be an ACER logo.
Press Pause/Break
and look at the options given.
Click on the F(no.) key that gives you the option to recover your PC.
Follow the steps and do remember to backup any files you need before you reformat.
Add on: I understand that you removed your Pre-installed software.
However, this recovery partition could be hidden. Thus there's no way to remove it unless you really delete it from Diskmgmt.
It could also be the D drive. Which can be formatted.
I'm not sure about how your recovery partition is done.
