Sorry for being ignorant. What is the difference between Windows7 Home Premium 32-bit and 64-bit ? Is there any specification requirements to run any of them ?
Well, the main difference in 32 and 64 bit operations is how the computer deals with information
One of the biggest difference is the amount of ram it can have.
32bit Windows 7 (Home premium) can only have up to 4gb ram, while 64bit Windows 7 (Home premium) can have up to 16gb of ram.
You may wonder why I put the brackets behind.
That's because Windows 7 64Bit (Professional) and above can have max ram up to 192gb
The specifications needed to run both 32bit and 64bit Windows 7 are the same. Though one specific requirement would be the drivers. 32bit drivers wont work on the 64bit.
Another difference that you may notice would be the speed of the Os. 64bit will generally run faster than 32bit.

while 64bit operating systems can run most 32bit programmes
Yep, they are of the same pricing.
I'm unsure about tradepac's pricing.

Here's a guide that forum mates here had compiled for your reference
You need 64-bit hardware to install a 64-bit OS. You cannot install 64-bit OS on hardware that does not support 64-bit. Some hardware still don't support 64-bit, and you will run into drivers issue if they don't have 64-bit drivers and Windows doesn't recognize it.
If you want to install 64-bit OS, you have to do quite a bit of research on the hardware and whether the manufacturer offers 64-bit drivers for it (this is mainly for optimization purposes). 32-bit drivers will work, but they are likely not to make full use of the 64-bit hardware available.
