i am havinf a 2 wire modem, and its ON all the time, i need to know does this cause a surge in energy cnsumption or is there any power saving features built into this modem?
are there any such modems that go into standby when u are not surfing the internet?

there is no energy-saving modem.
Tell the last person to use internet to switch it off before sleeping in the night and the first person who want to use the internet in the morning to on it themselves.
The startup is very quick.. like 2-3mins? just wait, its not like you are in a rush or something...

Including IP config lah. You switch on is near instant, but router still must connect back to ISP server what.
yes , the connecting part takes quite long sometime more than 3 mins.
