RAM: 2GB RAM
Graphics card: GEforce 7100/nforce 630 @512mb

maybe instead of a GT9800, why not a GTS250 which might perform better? $50 more for faster core clock and DDR3 graphic card memory, GT9800 is a DDR2. and how about changing to a Q8400 processor? bundled with the mobo and that'll cost about $330.

I rather you save money for 2 GTS 250 than SLI, Their performance are alright,
If your current motherboard can support the new processor, you can use it back, i think the difference between your current motherboard and the one you are planning to get is the onboard graphics(the onboard graphics on your old board is better), so think it is not really worth changing the motherboard
Anyway i dont remember seeing G31 around, they are replaced by G41(if im not wrong)
GTS250 has almost the same performance as the 9800gtx(or the gtx+, cant remember)
So i think new ram and new gpu will be good, if you are not sure u can ask the shop if they are willing to let u test if your old mobo will take the new cpu or not, if yes, you can buy the cpu alone, if not u can buy it with the mobo at the bundled price

My motherboard can support core 2 Duo and 1333FSB, PSI slot express x16. so i guess its the same. lol.
I cant find prices for GTS250. how much does it cost? 9800GT is around $169.
What to do?
Q8400. 2 more cores. You will notice huge boosts in multitasking things.
HD4850. More powerful than 9800GT, and about the same as the GTS250.
Mobo-wise, the Gigabyte G31M-ES2L is a good overclocker, and costs around the same, IIRC.
500W PSU should go for AcBel or Vantec. If not overclocking, stick to the Palit. It might not have dual-channel memory, but it's good enough for gaming with a fast card and CPU.

well all cards are almost the same except for the manufacturer
ive heard alot of good things about xfx because of their warranty and design so i would get xfx over other cards if i were you

Palit's Sonic edition is good, comes pre-overclocked and with a non-reference cooler. However, PowerColor's offering is excellent, better still if it's the PCS edition (Like mine) I used to like NVidia, until AMD gave me a reason to switch (Just like what they did about the CPU :P). PhysX is purely cosmetic, and serves to 'enhance' gaming experience. The only way my gaming experience would be enhanced is by having the ability to get 16x AA, 16x AF and everything maxed out on my monitor and still have playable framerates.
Like AA, PhysX pretty much decreases the performance of the card, since it has to dedicate resources to physics calculation. You can disable it, but still, the HD4850 (especially that Powercolor going for $150) is going to offer better performance in terms of processing power and quality.
Still, I'm not going to stop you from getting the GTS250, but seriously, $150 for the HD4850? Bargain! I might just grab another one myself and CrossFire them. I'd get HD5850-like performance at $100 cheaper! Then get a 3rd one when someone sells it for cheap and Tri-Crossfire! I'd need a 790GX mobo, but I'll be damned if I'm going to let that stop me!

Quick check on Topower's website (If your PSU is the basic +12V series) seems that you'll require a power convertor, since none of them have dedicated 6-pin plugs. Topower's a good brand for their high-end, but not too sure on the low-end.

Is there any software that can check your power supply? I opened my case AGAIN. no power supply sticker or anything. I dont get thepower converter and the 6-pin thing. i can just ask the technician to do it for me. Or i have to do it myself?

S/W that checks your power supply? The PSU only provides the power, and sends no information to the computer.
There should be stickers on the PSU, on any side. Not on the side, try the top. Not on top, the bottom. You might need to remove the PSU from the casing for this.
Power convertor comes with the card, but I wouldn't recommend using it. If you don't have a 6-pin PCI-E means your PSU wasn't meant for video cards that draw a lot of current.
Just top up like $10 and get a Vantec. Some Vantec's are made by Topower, AcBel, Andyson etc. You can power a HD4870 off the 500W ION2+.
