some time back, I downloaded this programme which allows me to 'lock' files, such that it can only be opened if a PIN is entered.
however....i was an idiot, and deleted that programme, so now I have no means of accessing those files
any help on this?

Perhaps you will like to try sharing something which you remembered about the programme. It will be easier to pinpoint which particular programme it is this way.

To be truthful, I am not good at all when it comes to computer issues. The only suggestions left which I can think of is to use a data recovery program or to use system restore.

System Restore allows you to restore your computer's system files to an earlier point in time, therefore it only undo system changes to your computer and not your personal files, such as e‑mail, documents, or photos. You can still try but I doubt it will work.
To access System Restore, you will need to press 'Start > Accessories > System Tools > System Restore'. Likewise, if I'm not wrong, you can also press 'Run' and then type 'rstrui.exe'. Select a date which you want to restore back to, in this case the date when you remove your whatever program, and click restore.
Note: If the date you want to restore to is not selectable, this means you can't restore to that date. The only choice is to select an earlier date, if there is any, or select a later date.

you can try system restore to restore back the software that you have installed previously. check on all the dates and see what you had uninstall. good luck.
System restore only restores settings to their original state as of that date. It cannot bring back deleted files or recover encrypted files.
Is the file format still .jpg or what?

Well, when you uninstall a program, sometimes the entries are still kept in your registry
However just one or 2 strings of binary codes of the registry are not enough to bring the program back to work
What you can do is to go to
START>RUN>type in "regedit" without the " ",
and
expand(by clicking on the small arrow at the side of the word)
1. HKEY_LOCAL_MACHINE ,
then expand
2. SOFTWARE
In that section you can see many names of programs which are installed on your computer, maybe the program you just uninstalled is still left in the registry, and the name of the program will be reflected there, thus u can re download the program and unlock your files
Remember to 'unexpand' after viewing
NOTE: WRONG EDITING OF THE REGISTRY WIILL CAUSE PROGRAMS TO CRASH
