back lane shops, go buy the PSU and fans 2nd hand.
Dell gets all the powerful fans and PSU, but these things not publicly available unless you call/email Dell for a replacement part.

silent fans = lousy fans.
not all are, for example Scythe Gentle Typhoons are powerful yet silent fans. but these are expensive.
try my method.
get to the back lane shops in sim lim armed with a 9V battery, and my crocodile clips -> floppy connector -> molex -> 3pin fan connector mod.
dig around in those boxes, look for fans that were stripped from Dell computers. the fan sticker will usually have something that says 'DELL P/N' so you know its a Dell part.
check the fan physically, see if all blades are intact and in good condition.
give the fan a spin with your finger, see if it spins evenly. it should not wobble around. listen to it. it should spin silently and come to a stop smoothly, not make weird noises and come to abrupt stops.
next, enquire for the price.
bargain a little.
then test the fan with my 9V mod to see if it spins up nicely.
clean the fan and bring it home, a happier man. :P
oh and not forgetting, if silence is a priority, download Speedfan, a program that allows u to control fan speeds.
dial the fans down to about 50%, so that they are silent yet perform well.

the nvidia one is a new-age, HD compliant card, while the X1550 struggles to play HD videos.
Thanks for the info, But then. I wouldn't wanna play around with the speed. Just want an improve cooling method for my current pc.
