What is your new PSU?
Also, download GPU-Z and check what it says under "Link width". Make sure it reads something like PCI-Express x16 @ x16, not PCI-Express x16 @ x1.
I had the same problem when I first installed my new graphics card, so these I the steps I took.
If it displays PCI-Express x16 @ x1, switch off your computer, remove the power cord and any other cord attached to the computer, open the casing and remove the video card. Press and hold the power button for about 10 seconds.Next, reinstall the video card back into the slot, connect the power cable into the graphics card. Put the cover back on, and wire the computer up. Boot up, and check GPU-Z again. It should display PCI-Express x16 @ x16 now, or you will have to reseat the card again.
Quite a good specs. Probably like what Raraken said, The Bandwidth. I suffer from it 1 year ago. Till i change to a better motherboard.
