Initially I thought it was, but after it was released, it isn't even affecting any other OS available(maybe JoliCloud).
The way Google promotes the OS is exactly the same as the Jolicloud. It basically replies on the browser to execute applications.
Note that everything will be cloud-based aka on the internet, definitely there will not be any private companies or corporate companies allowing their information to be stored by Google or even can allow them to view these info.

Yep, one of the main concerns with doing everything online is what happens when there's no internet connection available. But to that, let me pose a question here: how often do you use a computer without an internet connection?
As for the case of an unreliable connection (say, checking e-mails on-the-go), some of the web apps there, such as Gmail, has an offline feature which basically saves a cache onto your computer in case the connection is lost. The app would resume all functionalities once the computer is reconnected. You can read more about the Gmail offline feature here:
