Actuallly E7400 and 7500 is not much of a difference.
But 7500 is 2.93ghz, 7400 is 2.8ghz, u can get 7500 if u want also

The next time you go there ask them about the price of the mainboard and cpu combination, also note what is the motherboard given, cos some they would give u a micro atx motherboard
Power supply i think just get a andyson 550 watts will be enough, if you want to play safe u can get the 650 watts @ $135
If u plan to buy the next time u visit, must check the price again, sometimes the price will drop, and if they quote you based on this price u might over pay

For 1k you can get a decent quad-core rig, I wouldn't go for dual-core now, I if I were you.
But for $600, you can get a pretty good dual-core rig, depends on parts availability.
And try and re-use everything you have, casing etc. Unless your computer is a cardboard box with everything inside

I heard that TSMC managed to produce more 40nm chips, so you should see more shops stocking the 4770.
So, Its either the HD4770, HD4830 or the HD4850. I'd say 4770 if you can find one, since they can out perform the 4850 in some situations. Plus, you don't need such a badass PSU and they can overclock further.
