ayiah u want to check the beeps go and listen got how many beeps or what the beep sequence is.
check out mobo you have then go online, go a list of beep sequence to tell u what is the problem
usually, mobo is f*cked
Take out the ram, rub the contacts with an eraser, put it back, shake it abit.
(if you have 2 rams, take out 1 and try, maybe one of them have spoilt)
If you are using a graphics card, take it out and try with onboard graphics
If still cannot, unplug the powercord, press the power button a few times to discharge the system. Then clear the cmos using the jumper and try
If you know how, unplug everything inside and test ur mainboard with another powersupply.

I only can pass till step 2 if it was me
carefully count the number of beeps and tell me how many long or short beeps are there.
if i'm not wrong ur graphics card is failing. u can try removing and replacing ur graphics card.
yes beeps usually have a meaning. check your mobo's manual to see what the beeps represent. its either the mobo - some chip has overheated or something, check ur northbridge and southbridge to see if they have fans mounted on them, the ram - take out, blow2, put back, or just try put one ram in all the slots to see if it turns on, the graphics card - probably not sitted in the slot properly.
check ur ram and graphics card first.
