How much do companies, who pay freelance web programmers on an hourly basis, usually offer them per hour?
Usually, it's the freelancers who make their offer, not companies, when you go to a freelancing site to post your project. The rate of a freelancer typically depends on where he is from, the quality of his work, and the level of expertise required by your project.
Say, what about an average web programmer with several websites in his portfolio and a few years of experience, who nonetheless has no formal qualifications? What would be a reasonable offer (strictly speaking, an invitation to treat) for the programmer to make for doing common tasks like e-commerce applications, e.g. shopping cart, members database, catalogue system, message board, etc.?
It really depends on several factors as mentioned earlier, but if you're just looking for a quick answer, I'll say it's $25 per hour.

Yea.. usually is to ask the freelance developer to quote you. Maybe you would like to find out the quote from professionals or companies who do that and compare to see if its worth to pay for the freelance.
