its not that format that is the issue...its the content.
if its copyrighted content, yes.
if it isnt, for example someone filming his own ass in the living room, then it isnt.
do check the video info part, look if the uploader has put "copyright XXX" in part of the info.
if its for personal use i dun think dl-ing copyrighted would be very offensive, but for public viewing it might.
