Trying to shrink a movie file to fit onto disc?

Im trying to shrink an 851MB video file to fit into a 700MB vcd. I dont have a dvd burner so I cant burn dvds. Can anyone suggest free software to shrink the file? Preferably without the watermark. Thank you.

I'd just suggest 7zip.

I suggest Overburing if it exceeds by less than 20MB after you have shrunk it.

Use Super to convert the vide to a different format/resize it.Just google "Super converter"
