if i buy an unlocked phone on ebay, when the product comes to singapore, will i be able to sms / call using that phone? what are some of the functions that i won't be able to use (if applicable)

Yes. But most sellers of us do not ship outside SG and Paypal would not protect buyers outside of US if what you encounter was a scam.
Unlocked phones can be used any where.Even if it's locked you can get a smart chip which goes between SIM and phone.
Plus if you buy from US to sg,most likley you are gonna loose$$

Its best that you buy Local Set. Anything Got warranty + Can find dealer if online you get scammed or unless got international warranty. So local is best.
