Windows XP DEP problem

Hi all. My laptop came up with an irritating problem. Windows XP DEP came up with a warning to end the window explore like this:
No idea how this happen and I hope to get help from anyone out there. If I am to restart my lappy, I won't be able to use my wireless function even when my modem has connected to the internet until this error shows up. After I close the error message, I won't be able to minimise some of the windows just by clicking on its tab on the toolbar. Programs that minimises to the tray icon will not show up at the tray after I minimise them, and this includes the windows task manager. Please do offer any help or advice, thanks a lot!!!

have you performed full spyware/virus scan?

Can't.....my spybot hangs when it scans! Sigh...and it started hanging even this problem came up. No help even if i reinstall it...
