1. It's pretty common nowadays.
2. It's not free. But you can either stay with its trial version after the first 30 days and bear with a nag message every time you use it, or find a pirated copy.
3. As FI has said, you can use 7-Zip to open RAR files, and it's free. But 7-Zip seems to be taking up a lot of resources when compressing and decompressing archive files as compared to WinRAR.

use ExtractNow
ExtractNow is a useful freeware application that unzips almost every commonly used compromised file. Think about zip, rar, iso, bin, ima, IMZ, 7Z, ace, jar, gz, lzh, lha and sit. .sit is not used in Windows. Mac users will know. - Mayi
If you have files like file.part1, file.part2 in RAR format, best to use WinRAR. 7Zip isn't able to merge such files after extracting them. Or if it can, it will somehow screw up somewhere. It's the buggy part of 7Zip.
WinRAR will automatically merge them to one single file.
or you can use Hj split.
join a part file or split them futher. it's up to you.
