For your first problem, it is a software issue. Try re-installing Windows and DirectX (since there's no easy way of re-installing DirectX alone).
For the second one, I'm currently facing the same problem as you. I think it's the power supply unit for my case, but I can only confirm this only after I get it replaced. I originally thought it was the graphics card that was causing the issue, but even after sending the previous card for repair and getting a new one, just today, in fact, the problem persisted.
The reboot issue didn't affect me much anyway, as I leave my system online most of the time. The only thing is, I would avoid anything that requires a system reboot (read: Windows Updates).

Basically what he meant was, when he presses the power button, the system would not boot up at times.

no, the system can boot up but my monitor will not display anything but it can display "monitor is going to sleep"
Why do you say that your system, with nothing displayed on the monitor, is already booted up?

cos it doesnt shut down when i press the power button quickly
But that doesn't necessary mean your system is booting up. The reason your monitor enters sleep mode is because it is not receiving any input from your system unit as nothing is loaded, not even BIOS. I'm having this same irritating issue as well once in a while when I have to do a re-boot and I attribute the issue to the PSU.

hey not necessary u know.If system boot up, totally loaded but monitor doesnt recieve signal thru the cable may be because of falty graphic card, faulty cable, or faulty monitor.
@thread starter, do u hear the Windows XP welcome sound when u boot ur cpu?

TS has already mentioned that his system can boot up normally at other times, so I don't think either of the graphics card, cable or monitor is damaged. Besides, most motherboards require a functional graphics card before a boot-up is even possible. I'm ascribing the cause of the issue to the PSU based on personal experience.

But i'm sure if the cable is falulty or the monitor is faulty, it can still boot up if the system is OK.

For this i not sure... u may be talking about another type of mobo. for old motherboards, if the system is ok except for motherboard, the system can boot up. just that either it send no signal to the monitor or send a display of haywired graphics signal to the monitor.

Hey no worries. i know this will also cause this kind of symptom u pictured in your mind. however, still have to wait for TS to answer. he may not mean what u understand from his previous post
