y me in school, i access my outlook no prob.

If the server is not accessible from internet and only accessible from LAN then that might be your problem.
If you are sure it is accessible from internet then you might have to check your proxy server settings.

IF i am not wrong, your mail exchange server is not configured properly..

The mail server is configured properly. It's probably some security policies that prevent users from connecting from home.
RP has the same policy. If you are not within the school network, the whole thing will fail. It has nothing to do with configuration on either side.
Please use the school webmail instead.
Address is usually webmail.whatever.com
Unsure, ask your school admin.
