New Blogspot or old Blogspot skin.
New one is out of my knowledge, but with a little reading here and there, I managed to change it.
Old one, just learn HTML, CSS and a little JavaScript.
Softwares like Dreamweaver and Frontpage helps if I'm not wrong.

x2. Coding the older version of Blogger templates is really simple. It's the design which stumps me. I mean, I only know the basics of Photoshop, and I got F9 for art in school.
Anyway, you can start out by editing existing templates before moving on to creating a template from scratch. Here are a few useful references for template tags:

Editing an existing template and starting out from scratch is no different if you have zero knowledge of XML.

Well, I learned HTML partially via editing Blogspot templates for my own use. And I know of many others who do as well. All you need when editing one is just a little logic and creativity, and maybe patience - no prior knowledge is required.

HTML is easy... I learnt it that way partially.
I find that XML is different... and the same logic seemingly doesn't apply to XML. I broke more templates that I create. LOL
