Are you sure it's a blogspot.com? Because I don't think Blogger can do that, but I know my Livejournal can.
Yep. you can put labels.
Default blogger skin:
go to the layout tab >> then the minor page elements tab >> add page element.

don't think classic blog able to do that (i am using classic), you got to change to the new blog from there you can label your post and even include a "Tag cloud" to your site.
