Hmm...considered reformating your HDD and reinstalling Windows instead? This looks like an software issue. If you are able to get to Windows, try reinstalling the graphic card drivers. Are you using an integrated graphics card or an externally bought and installed one, by the way?

safe mode uses basevideo as your graphic driver. forget about the problem with lies on your video card drivers. even basic driver also have this problem,. this narrows down to one problem.. your hardware graphic system.
problem may lie on your graphic card. showing a sign of failing.
Since your monitor just repaired. the chances of it having problem again is very slim. cos normally people fix item will do a check run..
do these following:
1.get something hard( a needle or something that can reach the contact pins on your gfx). scribe off the layer of oxide. if the problem still doesn't solve, get another gfx, fix on your com and test.
2. possible modify your boot.ini. add a /sos so that we can have a better view whats going on behind the boot skin.

you seem to have a problem with every issue
if you have another CPU, try connecting your monitor to it and test it out. If it works perfectly, then it would be signs of a failing hardware in your CPU, graphics card, most prob.
dpost....

- Insert the Microsoft Windows XP CD into the computer. Note: If you have a system recovery CD or restore CD these steps will likely not work for your computer.
- Reboot the computer with the CD and press any key when prompted to press any key to boot from the CD. If you do not receive this prompt and/or are not able to boot from the CD see document CH000217.
- Once in the Microsoft Setup menu press R to open the recovery console.
- Select the operating system you wish to use; if you only have Windows XP on the computer you will only have one prompt.
- Once prompted for the password enter the Admin password and press enter.
- Once at the command prompt type bootcfg /rebuild to start the rebuild process.
- The rebuild process will step you through a number of steps depending upon how many operating systems you have on the computer and how the computer is setup. Below is a listing of the common steps you are likely going to encounter.
* Prompt for the identified versions of Windows installed. When you receive this prompt press Y if the bootcfg command properly identified each of the Windows operating systems installed on the computer. It is important to realize this command will only detect Windows XP, Windows 2000, and Windows NT installations.
* Prompt to enter the load identifier. This is the name of the operating system for the boot.ini. For example, Microsoft Windows XP Home users would enter "Microsoft Windows XP Home edition".
* Prompt to Enter OS load options. When this prompt is received type /fastdetect to automatically detect the available options.the above steps are quoted from a website call http://www.computerhope.com/issues/ch000648.htm.however if u are using SP2, when it Prompt to Enter OS load options, enter: /noexecute=optin /fastdetect /sos*i assume that you dont use other OS* i'll not hold any reposibility if your com is damage/unable to boot up/lost of data directly or indirectly.respond if u are not able to edit your boot.ini using windows CD,if u happen to be able to enter windows, config your boot.ini in msconfig.
Backup the boot.ini file first.
Click on Start > Run and copy and paste the following into the Run box:
copy /y %systemdrive%\boot.ini %systemdrive%\boot.bak
