Looking for free PC phone software

My old computer has a phone software in the PC. It is like a ordinary home telephone. It can make call to any landline and mobile number. But the computer is spolit. The software is gone. No charge needed for calling.
I am looking for a software like it. Can anyone help? -
Hmm I wonder how you were able to make landline calls for free. Anyway, the closest alternative I can think of is Skype.

My phone does not use IP address. It just like a home phone. Just that it is installed in my PC. No charges mean no additional charges. Just telephone bill charges.
I thought skype need to paid a charge. Has to be in calling from America to be free. In Singapore, do I need to paid a charges as well. -
I think TS is talking about Phone Dialer program similar to the one that was on Win9x. Use modem to dial one.

Not sure what sort of software is that, but anyway, Skype charges around $0.04 SGD per minute calls to/from SG or US. By the way, there is a connection fee of approximately $0.09 SGD per call. And if you're frequently making calls to landline phones, you may want to consider Skype Pro for approx $4 SGD per month, which exempts you from being charged by the minute for local landline calls.

VOIPDiscount allows you to call for free... But they cut you off every 5 minutes, and there's a max cap per account... Can even send free sms...
I used it while in Germany... Just kept signing new accounts so I could call home for free. -
