2. A good web server doesn't help in your speeds. Your ISP will determine that. If your server is good, but the bandwidth your ISP gives you sucks, then it's about as bad.

Thats precisely what I am looking for, an ISP that gives good upload speeds for connection. The simple Home ADSL or SME ISDN/ASDL is not gonna be sufficient. And thats what I need to find out.

You just need to check with them about connectivity. For example, if you expect mostly local traffic, you want to make sure that your hosting provider has good local peering. If you expect traffic to come from Asia, or US, make sure your provider has good connectivity to those regions.
There are many advantages to colocating in a proper data center including:
1. UPS
2. Data center staff to help you change backup tapes.
3. Proper 24/7 air-conditioning
4. Monitoring and SLA reporting (MRTG and all that)
5. Flexibility - if you need more bandwidth, they can usually increase pretty quickly.
6. Redundant connections - most data centers have multiple WAN link so that even if one goes down, they can route traffic through other WAN links.
If you don't really need a very reliable connection and you are okay with some degree of downtime for your server, and you are looking for a line on a budget, you can consider getting an Etherlink connection. A 2Mbps connection is quite reasonably priced and you get leased line SLAs as well as NOC monitoring.
